Redeveloping a landmark estate within heritage constraints
The Kingswood project centres on the sensitive redevelopment of the former Legal & General House and its extensive surrounding estate in Surrey. Spanning approximately 47.5 acres, the project, developed by City & Country, will deliver a blend of residential uses across C2 and C3, retirement living, and leisure amenities, including a fitness and wellness complex, underground parking, and feature landscaping. Set around the Grade II* listed Legal & General House and the locally listed former St Monica’s School, the scheme demands a carefully integrated engineering response. Planning is scheduled for resubmission in February 2026.
Solution and Approach
KODA has been appointed to provide comprehensive civil and structural engineering services throughout the project lifecycle. At the early stage, our civil team developed the drainage strategy, site levels, and earthworks approach to underpin the planning submission. This work focused on sustainable surface water management, coordinated levels design, and an earthworks strategy that minimises off-site movements and supports phased delivery.
As the project progresses, KODA will design the primary structures for the new buildings and interventions, coordinating with heritage constraints around the listed assets and ensuring buildability for basement/underground parking elements. Our civil design will continue to manage materials balance, optimise cut-and-fill, and sequence works to support construction phasing, with a strong emphasis on practicality, cost control, and reduced environmental impact.
Outcome and Impact
Through early, proactive input, KODA has helped shape a robust and deliverable masterplan that aligns with planning requirements while respecting the site’s significant heritage context. Our continuing structural and civil design will enable efficient construction, balanced materials management, and resilient infrastructure, supporting City & Country’s vision to create a high-quality residential and leisure environment at Kingswood that integrates sensitively with its historic setting.
